The Ministry of Magic denies that Voldemort has returned and has started a smear campaign against Harry and Dumbledore, for which it has assigned to Professor Dolores Umbridge’s horrible task of monitoring their every move. Thus, in addition to feeling alone and misunderstood, Harry suspects that Voldemort can read his thoughts, and senses that the fearsome wizard tries to take control of a secret order that would allow it to recover its destructive power.
